XXV Крайового Зїзду Спілки Української Молоді в Австралії
Вступне:
ХХV-ий Крайовий Зїзд СУМ Австралії, відбувся 17-18 жовтня 2020 року у віртуальні формі у присутності 28 голосів – 21 делеґатів і членів Крайових Органів СУМ Австралії та сім (7) мандатів і проходив під сумівським гаслом 2020го року “Зродились му з Великої Години!”. Вклад мали члени осередків Аделейд, Джілонґ, Мельборн, Перт, і Сідней.
Крайовий Зїзд бере під увагу річниці СУМ, подані Світовою Управою і розпосюджує осередкам, на відповідні святкування.
Привітальне:
ХХV-ий Крайовий Зїзд СУМ Австралії вітає:
- Український народ на Батьківщині і на поселеннях з 29-літтям відновлення незалежності та самостійності України;
- Проводи українських традиційних національно-християнських католицької та православних церков, а зокрема на терені Австралії Епарха українців католиків Австралії, Ново Зеландії та Океанії, Преосв. Владику Кир Петра Стасюка емерітусa і ново призначеного Епарха Преосвященного Владику Кир Миколy Бичкa, та голову Консисторії Української Автокефальної Православної Церкви – Всеч. о. Протопресвітера Михайла Соломкy;
- Всіх провідних державників Уряду України;
- Посла України в Австралії, дост. Др. Миколу Кулініч, та ввесь екіпаж посольства;
- Президента Світового Конґресу Українців (СКУ), сумівця Павла Ґрода;
- Голову Проводу Організації Українських Націоналістів (ОУН) та голову Союзу Українських Організацій Австралії, сумівця д. Стефана Романіва;

- Голову Ради Українських Державницьких Організацій Світу (РУДОС), та голову РУДОС (Австралія) д. Ярослава Думу;
- Новоприбулих українців, які опинилися поза межами України і, закликає їх увійти в ряди СУМ
Політичні:
- ХХV-ий Крайовий Зїзд СУМ в Австралії відбувається в часі гібридної війни, де продержавні та проєвропейські сили борються щоб Україна перемогла в шляху власного державотворення. Однак, вмішалася Москва, яка підсилила тенденції сепаратистів в Луганську і Донецьку, й ті, підтримані збройними силами Росії, забезпечили панування терористам, які виступили проти непорушності та інтегральності української території, створивши в двох областях свої псевдореспубліки. Росія анексувала український Крим, перекресливши існуючу геополітичну ситуацію, визнану міжнароднім світовим товариством та ООН.
- XXV-ий Крайовий Зїзд СУМ в Австралії закликає Осередків і надалі включатися до протестних акцій і вимагати повернення нелегально анексованої автономної республіки Крим та негайного виходу всіх збройних сил агресора з території України, збереження українських границь та їх повернення до меж, які було до початку збройної агресії з боку Росії та її найманців.
- XXV-ий Крайовий Зїзд СУМ Австралії доручає усім осередкам ознайомитися з Політичними резолюціями останнього Світового Конґресу СУМ, і там де є практично можливим перенести у життя відповідні резолюції через виховний процес з своїм членством.
Виховання:
XXV-ий Крайовий Зїзд СУМ Австралії бере до уваги, що нижче подані заяви, повинні бути ключові частини діяльности в напрямi праці виховників, а саме:
- Допомогати oсередкам включати світоглядові-виховні заложення, СУМівські вартості і закони у програмах для дружинників і юнацтва. Уважається що такі засади як на приклад ‘Бог і Україна’, знання, любов до ближнього, оптимізм, радість, дружність і любов природи, є ще й далі дуже актуальними.
- Плекати українську ідентичність та компитенції в українські мові між юнацтвом і дружинниками через участь в курсах української мови, зв’язок з роями в Україні та іншими країнами де СУМ існує, тапредставлення виховних ресурсів двомовно.
- Будувати сильні суспільні зв’язки через поширення дружности між юнацтвом в Австралії та поза Австралію. Виховна Рада пропонує як один спосіб мати комбіновані сходини роїв між Осередками не лише в Австралії але із роями юнацтва в сумівському світі. Це можe помогти в побудові гордости, сумівської ідентичності і приналежности до симівської родини.
- Будувати провідницькі спроможности через річні виховні конференції та підтримки їхнього розвитку по соціяльних мережах.
- Будувати доріжки для кращої комунікації.Виховна Рада має намір перевірити та додати точніші інформації на реєстрі Виовників Австралії що до їніх ‘еmail’ адрес, або інших даних які допоможуть у ширшім розповсюдженням виховних ресурсів.
- Дальші ідеї до рoзгляду Виховною Радою:
- Придбати введення літного (щоденного) однострою, для використування всіма осередками, та розробку орієнтів до використування.
- Мати формальну виховну програму переходу від юнацтва до дружинників, якаб включала перегляд та зрозуміння своїх спроможностей розвинені через час у юнацтві.
- Перевірити і відновити інформацію для батьків щоб могли підтримувати працю виховників.
- Співпрацювати з Виховною референтурою Світової Управи СУМу у розгляді й впровадження в життя кращий спосіб збереження виховних матеріалів, щоби був кращий і легший доступ до цих ресурсів.
Організаційнi:
XXV-ий Крайовий Зїзд СУМ Австралії зобов’язує Крайову Управу посилити комунікаційний зв’язок з осередками і підсилити інформаційну діяльність усіх сумівських структур, та розглянути наступні резолюції:
- Відвідати всіх осередків і помогти у розвитку діяльності СУМ.
- Втримувати та розвивати добрі зв’язки з нашими церквами для повноцінного виховання нашого членства, використовуючи для виховних цілей їх священослужителів.
- Бути активним у підтримці СУ СУМ зi слідкуванням за подіями в Україні, в яких беруть участь СУМівці, та в мірі можливості діяти швидко; та переводити відповідні акції у допомозі:
- переведення таборів для дітей офіцерів України, які в майбутньому стануть офіцерами-провідниками українського війська і могли б творити майбутню базу членства для СУМ в Україні.
- Розглянути як ми можемо забезпечети торгову марку ‘СУМ’ і ‘Ukrainian Youth Association’.
- Розглянути як ми можемо розподілити обмін документів та резурсів поміж осередками. Використати способи ‘онлайн’ зберeжeння до якого можна надати спільний доступ до документів, Це може бути застосовано для розробки гутірок та обміну матеріалів поміж осердеками – беручи під увагу легалньі обмеження відносно збірки, зберігання, вжиток та обмін i використування конфеденційних деталів.
- Дальше розроблювати орієнтери що до забезпеки дітей, до яких осередки повинні пристустовуватися беручи під увагу локальних державних законів. Дослідом та знанням осередків на цю тему є важно поділитися.
- Розглянути розробку компенсійних орієнтерів.
- Розглянути розробку орієнтерів конфлікту інтересів.
- Розглянути розробку орієнтерів про різні рівeні членства.
Крилаті
ХХVий Крайовий Зїзд СУМ Австралії:
- Зобов’язує осередків далі поширювати журнал «Крилаті», щоб у кожній хаті де живе юнацтво знаходився примірник журналу.
- Підкреслює, що метою журналу «Крилаті» є через друковане видання виховувати українських дітей в дусі гасла «Бог і Україна», на сумівських засадах.
- Заохочує референтів КУ, управ осередків через своїх відповідних референтів посилати дані до редакції журналу Крилаті про діяльність юнацтва по осередках та по терені Австралії.
Комунікація
ХХVий Крайовий Зїзд СУМ Австралії:
- Заохочує Крайову Управу переговорити з осередками як можемо спільно відзначити 75 ліття відновлення СУМ в діяспорі.
- Pекомендує осередкам відповідно відсв’яткувати 70 ліття свого осередка й запросити до св’яткувань всіх осередків.
- Pекомендує відбути відповідний форум для Комунікаційних референтів осередків, щоб ближче обізнатися з техно-процедурою Сумівських мереж як СУМнет, соціяльні мережі, G-Suite ітп.
Дружинники:
XXV-ий Крайовий Зїзд СУМ Австралії бере до уваги, що нижче подані заяви, повинні бути ключові частини діяльности дружинників, а саме:
- Зобов’язує Крайову Управу зорганізувату Крайовий З’їзд Дружинників.
- Рекомендує Крайовi Управi та yправам осередків впровадити в життя частини Правильника Дружинників СУМ, зокрема які торкають дружинників: виховників, суспільників, культурників, ратників, міжнародників, для активізації їхньої діяльності.
- Рекомендує Крайовi Управi та yправам oсередків організувати зустрічі, окреслених y Правильнику дружин, включаючи досвідчениx Сеньорів з 4-ими ступеннями, з наміром поділитися досвідом подорожі в лавах дружинників.
- РекомендуєКрайовi Управi та yправам осередків зміцнити в програмі дружинників, світоглядові виховні положення СУМ.
- Рекомендує yправам осередківзорганізувати частійші зустрічі Крайової Управи з Дружиниками осередкiв.
- Рекомендує yправам осередків тримати реґулярний контакт з Дружинниками й рівночасно користуватися соціальними мережами – нпр. Фейсбук, яке надає можливість обшириної комунікації та уможливлює y електронний спосіб усучасне повідомлення про перебіг зустрічей, засідань, та надходящих імпрез для дружинників. Така мережа також дає можливість користувачам висловити свої вражіння для кращого дальшо планування речникам організаційного контактy.
- Рекомендує управам осередківзаохочувати і фінансово підтримувати участь дружинників нашого терену в міжнародних зустрічах. Такі зустрічі дають нагоду зміцніти зв’язки з дружинниками з усіх країн, та обширно включaтися до акцій в допомозі України.
- Провести обмін Дружинників на ключові осередкові події нпр. апелі, свято Михаїла, табори, виховання, осередкові імпрези. Провести обмін виховників, “Train the trainer”, і.т.д.
- Запрошувати Дружинників до комітетів Крайової Управи, коли плануються заходи у їхньому штаті. нпр. Виховна Рада працюватимe разом з Дружинниками у штаті де організується Виховна Конференція ім. Василя Сенька.
Фінанси
ХХVий Крайовий Зїзд СУМ Австралії пропонує
- Проаналізувати існуючий стан праці по осередках, які є менш діяльні. Розглянути можливості їх активізації через відвідини, зустрічі у ширшому форматі, молодіжному, громадському форумі, та навіть більшої кількості членства СУМу.
- Бути в контакті і відвідати осердок Newcastle щоб відновити зв’язки і переговорити працю з юнацтвом; відповідальнiсть y дотриманню урядових законів, та заборговання осередку до Крайової Управи. Пропонує зменшити оподаткування осередка Newcastle до $250 річно
3. Збільшити членські внески осередків до Крайової Управи, щоб уможливити виконання праці Крайової Управи:
- Осередок Сідней платити річно додатково $1000 в членських влдаках
- Осередок Мельборн платити річно додатково $300 в членських влдаках
- Осередки Джілонґ і Перт платити річно додатково по $250 в членських влдаках
- Осередки Аделайда, Нююкастл і Канбера без змін до членських вкладків

- Pекомендує Крайові Управі та осередкам продовжити підтримку різних сучасних вже успішно проведених акцій, як наприклад «Теплом зігріємо серця», «Благодійний Табір», та інші можливі нові проєкти.
- Дальше шукати спонсорів та інші можливі джерела фінансів для оплати проектів діяльності Крайові Управі.
RESOLUTIONS
XXV National Congress of the Ukrainian Youth Association in Australia
Introduction:
The XXV National Congress of the Ukrainian Youth Association (UYA – CYM) in Australia took place on October 17-18 2020 in a virtual environment with 28 votes able to be cast consisting of 21 delegates and members of the national organisations of the Ukrainian Youth Association in Australia and 7 proxy votes. Members of Adelaide, Geelong, Melbourne, Perth, and Sydney, as well as The Internal Audit and Grievance Committees, contributed, meeting under the UYA slogan of 2020 “We were born in a Great Time!”.
The XXV National Congress takes into account important anniversaries of the UYA, as presented by the World Executive, and shares them with the National Branches for appropriate celebration.
Greetings:
The XXV National Congress of the Ukrainian Youth Association in Australia welcomes:
- Ukrainian people in the Motherland and around the world in celebration of the 29th anniversary of the restoration of independence and autonomy of Ukraine;
- Leadership of the Ukrainian traditional -Christian Catholic and Orthodox churches, and in particular the Eparchy of Ukrainian Catholics in Australia, New Zealand and Oceania, the retired Most Reverend Bishop Peter Stasiuk and the newly appointed Most Reverend Bishop Mykola Bychok, and the head of the Consistory of the Ukrainian Autocephalous Orthodox Church – Reverend Archpriest Michael Solomko;
- All leading members of the Government in Ukraine;
- Ambassador of Ukraine to Australia, The Honourable. Dr. Mykola Kulinich, and staff;
- President of the World Congress of Ukrainians and member of the Ukrainian Youth Association, Paul Grod;
- Stefan Romaniw, Chairman of the Organization of Ukrainian Nationalists (OUN) and Chairman of the Australian Federation of Ukrainian Organisations (AFUO);
- President of the UYA World Executive, Andriy Bihun, and all International Branches of UYA located in 10 countries;
- President of World Council of Ukrainian State Organizations and Chairman of RUDOS (Australia) Yaroslav Duma;
- Newly arrived Ukrainians who find themselves away from Ukraine and who are encouraged to join UYA
Political Resolutions
The XXV National Congress of the Ukrainian Youth Association in Australia takes place during the continuing hybrid war, where pro-Ukrainian and pro-European forces are fighting for Ukraine to maintain its independence. However, Moscow intervened, reinforcing separatists in Luhansk and Donetsk, and those backed by Russia’s armed forces by securing the dominance of terrorists who opposed the integrity of the Ukrainian territory by creating their own pseudo-republics in the two regions. Russia annexed Crimea, going against the current geopolitical situation recognized by the international community and the United Nations.
- The XXV National Congress of the Ukrainian Youth Association in Australia calls on the National Branches to continue to join the protests, demand the return of the illegally annexed Crimean Peninsula, the immediate withdrawal of all aggressive forces from Ukraine, the preservation of Ukrainian borders and the return to their pre-conflict state.
- The XXV National Congress of the Ukrainian Youth Association in Australia requests all National Branches familiarize themselves with the Political Resolutions of the last UYA World Congress, and where it is practical implement the relevant resolutions through the educational process within its membership.
Educational Resolution
The XXV National Congress of the Ukrainian Youth Association in Australia recommends that the following resolutions should be key components of the work of CYM’s educators:
- To assist the National Branches to include CYM’s 18 guiding principles and values in in the educational programs for Druzhynyky and Yunatstvo. It is believed that these principles, including, ‘God and Ukraine’, knowledge, love of neighbour, optimism, joy, friendship and love of nature (these are just some of them), are still very relevant today.
- To cultivate Ukrainian identity and competencies in the Ukrainian language between Yunatstvo and Druzhynyky, through participation in Ukrainian language courses, communication with roji in Ukraine and other countries where CYM exists, and through distribution of bilingual educational resources.
- Build strong social ties through nurturing friendship among young people in Australia. The CYM -UYA Education Council proposes as one example, to have combined skhodyny between the National Branches, not only in Australia but around the world where UYA exists. This can help build pride, UYA identity and belonging to the UYA family.
- Build leadership skills and capability for CYM educators through annual educational conferences and support their development through social media.
- Build paths for better communication. The CYM Education Council intends to check and add more accurate information for a register of CYM Educators in Australia, including email addresses or other contact information that will help in the wider dissemination of educational resources.
- Further ideas for consideration by the CYM Educational Council:
- Introduce a summer (daily) uniform, for use by all National Branches, and the development of Guidelines for Use.
- Have a formal program for the transition from Yunatstvo to Druzhynyky, which includes a review and understanding of their capabilities developed over time in Yunatstvo.
- Check and update information for parents so that they can support the work of educators.
- Cooperate with the CYM Education Officer from the World Executive to consider and implement the best way to preserve educational materials so that there is better and easier access to these resources.
Compliance and Organizational Resolutions:
The XXV National Congress of the Ukrainian Youth Association in Australia recommends the National Executive strengthen communication with the National Branches through:
- Visiting all the Branches of UYA to help facilitate activity.
- Maintaining and developing good relations with our Ukrainian Churches, particularly Parish priests, to assist in the education of our members on the basis of our motto ‘God and Ukraine‘.
- Being active in supporting the World Executive of UYA in reviewing the events in Ukraine in which CYM members participate, and to the best of our ability to act in a timely manner to take action in:
- organising the camps for the children of Ukrainian soldiers, who in the future might become leaders of the Ukrainian army and could create a future membership base for CYM in Ukraine.
- Considering how we can secure the trademark of our UYA brand.
- Considering how we can share and exchange documents and resources between National Branches. Use online storage methods through which documents can be shared and easily accessed. This can be used to develop and facilitate activities and the exchange of materials between branches. It’s important to take into consideration the legal restrictions on the collection, storage, use and sharing of confidential information.
- Finalising guidelines for “Child Safety”, which the National Branches should adhere to taking into consideration their own local state laws but sharing relevant knowledge obtained.
- Developing guidelines for member expenditure and compensation of UYA funds.
- Developing guidelines for conflicts of interest.
- Reviewing and reminding National branches regarding guidelines on different levels/tiers of membership and developing standards for these.
Krylati:
The XXV National Congress of the Ukrainian Youth Association in Australia:
- Requires the National Branches to further distribute the magazine “Krylati” so that in each home of the Yunatstvo, there is a copy of the magazine.
- Emphasizes that the purpose of the print edition of the magazine “Krylati” is to educate Ukrainian children in the spirit of the slogan “God and Ukraine”, on the basis of CYM guidelines and values.
- Encourages that the members of the National Executive, reach out to the National Branches through their Education Officers, to share information with the editors of Krylati Magazine on the activities of Yunatstvo in in their branches and in wider Australia.
Communication Resolutions:
The XXV National Congress of the Ukrainian Youth Association in Australia
- Encourages the National Executive to discuss with the National Branches how we can jointly celebrate the 75th anniversary of the re-establishment of UYA in the diaspora.
- Recommends that the National Branches celebrate the 70th anniversary of their respective branches and invite all other branches to celebrate.
- Recommends holding an appropriate forum for the Communication Officers of the National Branches to get acquainted with the technical processes of UYA networks such as CYMnet, social networks, G-Suite, etc.
Druzhynyky:
The XXV National Congress of the Ukrainian Youth Association in Australia recommends that the following resolutions should be key components of the work of Druzhynyky, namely:
- Requesting the National Executive organize a National Congress of Druzhynyky.
- Recommends that Branches re-implement parts of the CYM Druzhynyk Handbook, in particular those that relate to Druzhyny ‘виховників, суспільників, культурників, ратників, міжнародників’ in order to increase Druzhynyk engagement within the branches.
- Recommends that the National Executive and the National Branches organize gatherings of Druzhynyky with experienced Seniory and Druzhynyky with 4th level stupeni to share their CYM journey within their Druzhyny area of expertise.
- Recommends that the National Executive and the National Branches re-introduce and strengthen into the Druzhynyky program, the CYM’s guiding principles and values.
- Recommends that the Executives of the National Branches organise more frequent gatherings for Druzhynyky and gatherings between Druzhynyky with the National Executive within the National Branches.
- Recommends that National Branches engage in regular face-to-face contact and also through social media with their Druzhynyky – e.g. Facebook, which provides an opportunity for extensive communication and enables electronic means of up-to-date notifications about upcoming meetings and events for Druzhynyky. Such a network also allows users to express their views for better further planning by the organization’s representatives.
- Encourages the National Branches to encourage and financially support the participation of the Druzhynyky in international events. Such gatherings provide an opportunity to strengthen ties with Druzhynyky from other countries, and to be widely involved in actions to help Ukraine.
- Engage in exchanging Druzhynyky for key focal events in National Branches , e.g. Monthly gatherings via Apels, St. Michael’s Day, camps, educational conferences, and events of the national branches. Also to exchange educators, and utilise “Train the trainer”, etc.
- Invite Druzhynyky to committees within the National Executive to assist in planning events between states e.g. The Educational Council and Druzhynyky can work together in the states where the annual Wasyl Senko Conference is to be held.
Financial Resolution:
The XXV National Congress of the Ukrainian Youth Association in Australia recommends:
- An analysis of the current state of work within the National Branches that are less active; consider the possibility of re-energising those branches through visits, broader Ukrainian community forums, engaging with the youth, and perhaps increasing UYA membership.
- Remaining in contact with and visiting the Newcastle Branch to renew connections and discuss how to engage the Yunatstvo within the branch. It is the responsibility of the Newcastle Branch to comply with government requirements regarding holding Annual General Meetings and to pay any outstanding fees to the National Executive
- Proposal to reduce the membership fee of the Newcastle branch to $250 per year.
- To increase the membership fees of the National Branches to support and grow the work of the National Executive.
Proposal (Based on the current model):
- Sydney to pay an additional $1,000 to their current KY CYM fees
- Melbourne to pay an additional $300 to their current KY CYM fees
- Perth and Geelong to pay additional $250 each to their current KY CYM fees
- No increase to Adelaide, Newcastle and Canberra
- That the National Executive and National Branches continue to support current and ongoing successful campaigns such as “The Warming of Their hearts”, “Charity Camp”, and other possible new projects.
- To further seek sponsors and other possible sources of funding to pay for potential projects of the National Executive.
